I heard a theory, years ago, that Detective Rick was also controlled by Evil Morty, and that he planned for his campaign manager to _attempt_ to assassinate him, in order to win the election. Now that you mention a mole on the Council of Ricks, that might've been the Detective as well. A mole could also fake the stamps on Rick C137's gun, when they confiscated it, with no need for prior hacking. Basically evidence tampering.
